Because the contract does not have a start date or the start date is set in the future (deferred contract).
As soon as a deferred contract becomes active this icon will change to the regular yellow folder icon and when closed it changes to the black cross icon.

Open all the allowances, posts and scales and look for a blank or red field, fill in the required information and then try to save again.
